Donald L. Crowell III advises companies, investors, organizations, and individuals on complex federal regulatory matters, election law, litigation and appeals, administrative law, antitrust and competition, sanctions, export controls, CFIUS, and cross-agency issues involving CBP, TSA, BIS, DOJ, and other federal agencies. He also advises aviation and aerospace clients on federal compliance, joint ventures, and regulatory strategy.
Before joining the firm, Mr. Crowell served as an attorney in the U.S. Department of Commerce Office of the General Counsel, where he handled national-security and defense matters, congressional oversight, and emerging-technology issues. That work included tariff and national-security actions under Section 232, Section 301, and IEEPA; CFIUS national-security risk reviews; and questions concerning the scope of executive authority.
His practice combines regulatory work for regulated industries with broader experience in national-security, trade, administrative-law, and constitutional matters. His practice also includes election-law matters and related constitutional, administrative, and appellate issues.
